The PEF Membership Benefits Program (MBP) Higher Education Incentive Program (HEIP)
Pilot Program is now available for Fall 2014 AND Spring 2015! HEIP provides individual PEF members in good standing with tuition reimbursement up to $600 for one job or career related, successfully completed post secondary course at an accredited college or university for the Fall 2014 and Spring 2015 semesters. It also grants a $75 book allowance for course required textbooks.

Workshop and Seminar Reimbursement (WSR) Program
The Workshop & Seminar Reimbursement (WSR) Program reimburses eligible PEF-represented employees for attendance at non-credit-bearing professional development courses, workshops, conferences, and seminars given by accredited providers. WSR enables employees to improve job-related skills in their profession, and to gain the knowledge and skills necessary for career mobility and promotional opportunities within New York State service.
Nurses' Enhanced Workshop and Seminar Reimbursement (WSR) Program
The Nurses' Enhanced Workshop and Seminar Reimbursement (WSR) Program provides enhanced training opportunities to PEF-represented nurses for the period of April 1, 2014 through March 31, 2015. These Enhanced Benefits are available after the regular WSR program benefits have been exhausted.
Certification and Licensure Exam Fee Reimbursement Program
The Certification and Licensure Exam Fee Reimbursement Program provides reimbursement of first time certification and licensure examination fees to PEF-represented employees. Renewals of licenses and certifications an employee obtained previously are not reimbursable. Please note, this program does not cover fees for Civil Service exams, which may be reimbursed through PEF Membership Benefits. These reimbursement programs are not identical to past reimbursement programs for PEF-represented employees. Employees should read the guidelines carefully. Click on the above links for guidelines.
Workshops for PEF-represented Employees
The Public Service Workshops Program (PSWP) is a statewide professional development program that utilizes private and public colleges and universities, professional associations, consultants, and for-profit companies to develop and deliver workshops. The PSWP program is designed to meet the professional development needs of employees, maintain and increase the professional competencies of employees, and enhance preparation for employees' promotional opportunities. Offerings include non-credit workshops and courses ranging from a half-day to several days in length addressing a range of current needs and issues.

PEF/PSTP Online Non-Credit Program
The Governor's Office of Employees Relations (GOER), on behalf of the New York State/Public Employees Federation Professional Development Committee, has partnered with Binghamton University to offer continuing education online courses free of charge to New York State employees in the PS&T Unit and M/C employees. These courses will meet a variety of professional development needs and each provides Binghamton University continuing education units (CEU's).
Registered Nurses-NURSE Corps Loan Repayment Program (formerly Nursing Education Loan Repayment Program)
NURSE Corps Loan Repayment Program puts registered nurses (including advanced practice nurses and nursing faculty) on a rewarding career path while paying off 60 percent of their unpaid nursing student loans in just 2 years and an additional 25 percent of the original balance for an optional third year. NURSE Corps members enjoy the same the competitive pay and benefits negotiated with their employer as non-members.
Applications are accepted once each year. Before you apply, please read the Application and Program Guidance (PDF - 33 pages; updated annually) carefully. The application includes a contract that obligates you to serve 2 years at the critical shortage facility listed in your application if you are selected to participate in the program. If you are selected and you do NOT fulfill that obligation, you will face serious financial consequences.
